QUESTION: Is it possible to assess the consistency and reliability of different Mg(OH)2 treatment solutions to compare quality?

ANSWER: Yes. Multiple bench scale tests can help compare and confirm the quality of Mg(OH)2:

Tests that measure Sodium, Calcium, and neat slurry pH would confirm product samples have not been amended with any hazardous chemicals such as caustic soda or a lime-based product. A supplier may add such chemistries to create an appearance of improved reactivity to the test. 

Requiring a minimum and maximum viscosity range can help assess both stability and flowability. 

It is standard across many municipalities that all magnesium hydroxide deliveries must maintain a solids variation of no more than +/- 1% as any greater variation can lead to inconsistent treatment and other issues.
